Connect all towns and all 2.5 lakh gram panchayats with high-speed broadband within 18 months
Appoint a Special Envoy to pursue tracking down and recovering black money
Ensure 10% annual growth in manufacturing, with emphasis on small and medium enterprises
Enact the Communal Violence Bill (Prevention of Communal and Targeted Violence Bill) at the earliest
Low-interest loans of up to Rs 1 lakh to women through self-help groups for livelihood
Set up a National Environmental Appraisal and Monitoring Authority (NEAMA) for time-bound clearances
Cut the fiscal deficit to 3% of GDP by 2016-17 and keep it below that, via an amended FRBM Act
Improve India's Ease of Doing Business ranking from 134 to 75 within 5 years
Provide a functional toilet in every school and every household
At least 25% women in every police station and women police stations raised from 500 to 2,000 in five years
Ensure a globally competitive, investment-friendly business environment
Ensure growth is socially responsible and comes from genuine value addition
