Read from the 42-page Telugu 'Abhaya Hastam' PDF (TPCC; PDF title 'Manifesto 2023 New 15 Nov', created 17 Nov 2023) hosted by studybizz.com; it matches the cached pipeline/.cache/raw/tg.pdf byte for byte, and the Wayback snapshot of 2 Dec 2023 has the same SHA-1. The PDF's text layer uses a legacy Telugu font encoding, so pages were rendered and OCR'd locally with Tesseract (Telugu model) and the quoted pages were checked against page images. Quotes are Telugu with English translations by the researcher; OCR artefacts were removed. Printed page numbers equal PDF page numbers. No English edition was found. The implied deadline 2028-12-08 is about five years from the assembly's first sitting (9 Dec 2023) and is approximate. No Telangana government order or budget speech could be opened (the finance department site is a script-driven portal); budget figures come from PRS and news reports of the 2024-26 budgets. Several outcome reports come from Telangana Today and The South First; Telangana Today is widely seen as close to the BRS, so its claims were used only where they are factual and were cross-checked where possible.
